The Commission describes Saudi Arabian political imprisonment as "an epidemic" that includes "reformists, human rights activists, lawyers, political parties, religious scholars, bloggers, individual protestors, as well as long-standing government supporters who merely voiced mild and partial criticism of government policy."〔
